Head of Highways & Transportation, North East Lincolnshire
The Local Authority Division of our Client leads the field in highway services and transportation solutions. They have successfully tendered for North East Lincolnshire Partnership and the contract start date is 1st July 2010.
We are looking for a highly competent Head of Highways & Transportation (H&T) to lead and manage the H&T function for the Local Authority partnership. This will include developing the existing H&T function and improving services to meet contractual obligations within a reduced affordability envelope.
You will ensure that budgets, resources & strategies are in place to ensure the aims and objectives of the partnership are met including the achievement of top quartile performance.
The role will include the responsibility of being a member of the Senior Partnership Management Team reporting to the Partnership Director and working alongside the Asset Management, Architectural Services, Regeneration and Development Management functions for the duration of this key 10 year Partnership.
As an experienced Highways and Transportation Manager with a background in delivering services in Local Authority or other public sector environments, you will have the following essential attributes:
Chartered Engineer, membership(s) within the Civil Engineering or Highways and Transportation field
Extensive Experience within the highways and transport environments with local authorities and / or government departments;
Experience of contract mobilisation including TUPE transfer of staff and an existing Supply chain;
Knowledge and experience of Business Assurance and Performance Measurement systems.
A full driving licence is essential;
PC Literate with knowledge of MS applications e.g. Word, Excel;
Able to communicate and present confidently, clearly and expressively;
Good organisational skills;
Good financial acumen with an ability to analyse data and documentation;
Team player capable of influencing within cross-functional teams;
